The Collapse of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: positive announcements are released from multiple capitals. Immense energy is expended on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: maybe the approaching threat won't cause damage this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and heating outages in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new approach from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.

Political Considerations

It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is impossible to force Russia to relinquish the areas that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, Washington does little to deter Moscow, through statements or actions, from assuming that the status quo will not evolve additionally in its benefit in the near future.

Divergent Views

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its favour.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their objective will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
